The Accelerating Public and Private Investment in Infrastructure Component (APPIIC) of the UKAID funded Accelerating Investment in Infrastructure in Nepal (AIIN) programme is managed by IMC Worldwide, UK. The UK Government’s Foreign, Commonwealth and Development Office (FCDO) through APPIIC supports the easing of constraints that impede investment in infrastructure and Investment Board of Nepal (IBN) in investment promotion, project development and the implementation of private and public infrastructure projects. APPIC would like to invite applications from candidates for the following position based in the Office of the Investment Board of Nepal (OIBN).

Position Title:          Economist
Line Manager:         IBN CEO  
LOE:                          Full-time from appointment from March 2022 onwards to 31st March 2023

Scope of Work:

His/her responsibilities will be to undertake and lead the economic analysis/ appraisal of projects’ and support their development to a state of agreed viability within IBN. In particular, he/she will carry out within their scope of work the following tasks:

  • Conduct economic analysis of projects, including their costs, benefits, and risks
  • Explore thoroughly the value-for-money opportunities that can be exploited during implementation
  • Assist IBN by providing an understanding of the relationship with the business case (an iterative process)
  • Provide information on best practices in infrastructure sector specifically hydro projects
  • Provide support to develop the IBN Project Bank (i.e. identification, appraisal and prioritization of projects) and contribute to the IBN Project Pipeline Dashboard
  • Communicate, coordinate, and provide support to IBN’s other business units
  • Carry out economic analysis of the projects. Investigate the relationship between GDP growth and infrastructure development and conduct analysis for prioritising investments to be made in different sectors.
  • Perform any other relevant and instructed activities by the CEO and APPIIC management

Deliverables:

  • The Consultant will deliver a presentation related to each project analysed/ appraised from an economic perspective that summarizes the key findings and either dismisses a project, suggests development opportunities for a given project through subventions/ grants, or recommends it for endorsement based on a strong economic (including social) case.
  • Inputs as appropriate to OIBN’s and APPIIC’s internal and external monthly, quarterly, six-monthly/annual reporting requirements.

Required Qualifications and Experience:

  • Full time (2 years) Master’s degree in Economics with interest in infrastructure development. Candidates having Masters in Statistics may also apply.
  • At least three years of working experience in business/investment project development within either a private sector corporate body, bank, financial institution, or government development-focused agency/authority
  • Proven understanding of economic analysis, appreciation of financial planning/appraisal, project development, implementation, and management; and, monitoring and evaluation
  • Should be able to prepare sophisticated economic models independently with sensitivity and scenario analysis. Individuals having knowledge of macros in excel will be preferred.
  • Well versed with econometrics and various tools associated with it such regression and multi variate analysis. Candidates having understanding of statistics will also be preferred.
  • Preference will be given to candidates who have been involved in project preparation activities in the infrastructure sector.
  • Proven experience in undertaking research and related publication
  • Proven experience in conducting training and event management
  • IT software proficiency (MS Word, Excel, and PowerPoint) with good report-writing and presentation skills.
  • Excellent command of written and spoken Nepali and English language 

Note : A Nepali citizen or a resident in Nepal or an individual willing to relocate to Kathmandu, having worked abroad in the financial sector will be given preference.

Workstation:

The Consultant shall be based in IBN Office, Kathmandu, and report to the CEO IBN and APPIIC Team Leader.

Duration of Assignment:

The total duration of the Consultant’s work will cover the period from recruitment (expected to be concluded by March 22) to the end of the APPIIC project on the 31st March 2023.

Supporting Resources and Access to Supporting Facilities:

The Consultant shall be provided with office space and necessary logistic support (stationary, computer, printer, etc.) by APPIIC.
