Job Description

Duty station: Kathmandu, with 10% travel to project sites and partner organizations.
Estimated start date: as soon as possible

This position holder will be a part of the Senior Management Team (SMT) of Karuna- Shechen Nepal. Under the direct supervision of the Executive Director, the holder of this position will oversee that all administrative, accounting, legal, and financial procedures and tools used in Karuna- Shechen Nepal are up to highest standards.

Core functions / responsibilities:

Finance and Compliance

  • Lead the overall operations of the Finance & Administration Department to ensure accurate and timely reporting
  • Manage cash flow of the KS Nepal office and recommend ways to minimize cash related risks by adopting online banking services
  • Prepare monthly financial reports for submission to KS management including KS France
  • Review and approve expenses per authority matrix
  • Ensure timely submission of financial reports, statutory reports including tax returns
  • Lead the budget development and monitoring process and share the report with Executive Director and Program leads
  • Ensure that policies, processes, and manuals are up to date and relevant to KS Nepal operations
  • Ensure that accounting entries and financial reports are in compliance with Nepal
  • Accounting Standard, funder regulations and local laws
  • In collaboration with the Executive Director and legal counsel, minimize legal risk to the organization and address any legal issues that may arise
  • Plan and coordinate internal and external audits and also develop & implement actions plans to remediate audit findings

Grants Management

  • Assist in the selection of the partner/implementing organization in Nepal, negotiation, monitoring and close out process in coordination with Executive Director and Program Heads
  • Ensure partners follow applicable rules and regulations and spend the grants funds as intended
  • Ensure timely submission of partner reports and recommendations for the budget transfers.
  • Verify grant expenses & compliance and ensure that supporting documentation is available for all the disbursements made by Karuna Shechen
  • Provide technical assistance as required to build capacity of local partners

Inventory & Procurement

  • Oversee the procurement efforts in KS Nepal along with the Procurement Officer.
  • Ensure that procurement policy is adequate and helps KS Nepal procurement team meet the minimum procurement required as laid down in the policy.
  • Lead the due diligence of the new & existing vendors and ensure a positive relationship with all the vendors
  • Manage and review documents for the procurement of all supplies, equipment and services & ensures everything is audit ready

Logistics

  • Monitor, evaluate and analyze and report on operational & administrative issues for KS Nepal operations
  • Ensure all facilities and equipment meet government regulations and meet environmental, health and security standards
  • Ensure that the security arrangements made for all the offices and partner offices are satisfactory
  • Analyze administrative and operations and make recommendations to improve efficiency and reduce costs

Fixed Assets

  • Along with Administration Officer, ensure the development of and implement policies, systems and procedures to identify, record, value, depreciate, account and report on fixed assets
  • Ensure consolidation of fixed asset information to enable a complete and accurate record of the identification, location and value of fixed assets.
  • Carryout capital expenditure reconciliation to determine assets to be capitalized in a timely manner and amounts to be written off.

Other

  • Coach, train, counsel, and advise staff including partner organization staff on finance related rules and procedures
  • Coordinate routinely with other departments to ensure effective and timely function and teamwork in finance, grant, procurement and logistics functions.
  • Liaise with the Executive Director and Human Resource Department for training reporting, problem solving, system issues and other needs as they arise.
  • Any other function as advised by Executive Director

Knowledge, Skills and Abilities:

  • A deep understanding of the NGO including statutory environment of Nepal
  • Experience working as a finance manager with strong finance oversight required
  • Demonstrated experience in grants management
  • Prior knowledge of donor regulations such as EU, USAID etc.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
  • Strong skills in financial analysis and reporting
  • Strong data collection, problem-solving and analytic skills
  • Ability to monitor and evaluate financial monitoring skills of communities through capacity building efforts
  • Great interpersonal skills and ability to communicate & coordinate effectively including non- finance personnel
  • Ability to provide ideas and recommendations to resolve issues
  • High level of integrity and commitment to professional responsibilities
  • Strong computer skills: Microsoft Office applications and accounting software

Minimum Qualification:

  • Master’s degree and 5 years of professional experience or Bachelor’s degree with 8 years of professional experience in finance & management
  • CA, ACCA, semi-qualified CAs or MBA with specialization in finance and relevant experience

Note: Salary of NPR 135,000 - 140,000 per month based on experience and skills
