Feminist Dalit Organization (FEDO) is a pioneer organization in Nepal to advocate Dalit’s rights and women’s rights simultaneously. FEDO envisions just and equitable society, and puts Dalit women at the core of its all initiatives. Its actions are dedicated to economic empowerment, human rights and access to justice, leadership development, inclusive governance and social justice, and gender responsive humanitarian assistance for Dalits, women and the most vulnerable population in Nepal.  Its organizational presence is expanded to 56 districts and all seven provinces of Nepal. FEDO has also been working with national and international networks and platforms of women and Dalits. Now, FEDO is going to implement (subjected after signing the final agreement) the project in partnership of Plan Nepal International named “Our Voices Our Choices: Women and Youth for Democratic Civic Space at Kalikot District. 

In this connection, we are currently seeking qualified, competent, creative, committed and highly motivated candidates for the following different positions to support in strengthening Voice of Women and Youth for Democratic Civic Space project activities at local to National Level. Therefore, FEDO would like invite applications from eligible Nepali citizens.

1.  National Advocacy Coordinator-1 

Basic Job information

Employment Type:  Full Time

Duty Station:  Kathmandu (Frequently 25 % field visit) 

Offered Salary:  Negotiable

Duration:  2 years and more (extendable) 

Overall Purpose of the Position:

The National Advocacy Coordinator shall be responsible for overall leadership and management of project from FEDO central office. S/he shall lead the planning, implementation, and monitoring and evaluation of projects. S/he shall ensure all policy and donor compliances, quality assurance of project implementation and donor reporting. 

Main Tasks and Responsibilities of the Position:

  • Take strategic leadership for overall management of the project.
  • Prepare project national and regional level activity & budget plan and track expenditures/transactions and progress against the outcomes. 
  • Coordinate and consul with Finance/Programme Manager/Executive Director and Project team of Plan in regular basis
  • Lead and mentor all staff teams to develop annual plan, budgets and work plans consistent with project documents and donor contracts and in line with FEDO's strategic plan. 
  • Conduct regular risk assessment and devise mitigation strategies, and ensure all activities of project are implemented on time and within project budget and scope.  
  • Development advocacy plan and strategies for the rights and justice of Dalit women and youths to ensure democratic civic space.
  • Coordinate with government, human rights institutions, justice actors, political parties and civil society actors accountable and responsive to strengthen the democratic civic space especially targeting Dalit women and Youths at National Level.
  • Track and monitor the progress against recommendations provided to the state by various Human rights accountability mechanisms and organize consultations and advocacy interventions in line with them.  
  • Coach and provide guidance to the individual members of the project and Finance Team, and ensure effective coordination among program and finance team members.
  • Maintain strong communication and coordination with district office, stakeholders and partners.
  • Ensure all reports are compliant with the highest quality standards, timelines, and formats. 
  • Provide coaching/mentoring to staff team for program data management, impact documentation and knowledge production and dissemination; and ensure comprehensive and quality data is available for project management, donor reporting and new project development.  
  • Ensure accountability and compliance with donor requirements and ensure effective communication with Plan International Nepal and with donor as required. 
  • Work in close coordination with FEDO's board members, and staff team in order to promote, implement and uphold FEDO's vision, mission, core values and objectives. 
  • Prepare the project periodic reports and submit to donor as per requirements of project. 
  • Ensure FEDO is positioned and actively represented with alliances, consortiums, likeminded organizations and government stakeholders.

Minimum Requirements:

Completed Master's degree in Hunan rights, law and social sciences (or equivalent) with at least three years working experience in senior management position, Human rights and Democratic Civic space at NGO sector in Nepal. The working experience in women/youth led or women/youth rights organizations will be added value.

Experience, Knowledge and skills needed:

  • Knowledge of strategic planning and project cycle management 
  • Knowledge of civil society space in the context of Nepal and experience of working with similar organizations
  • Advocacy and coordination skills around the issue of human rights based accountability and its mechanisms.
  • Experience of stakeholder analysis and networking.
  • Experience of working with key Civil society actors/alliance , youth led organizations and government

2.  District Project Coordinator-1

Overall Purpose of the Position:

The District Project Coordinator shall be responsible for overall leadership and management of district project activities in FEDO Kalikot district. S/he shall lead the planning, implementation, and reporting of projects. S/he shall ensure quality assurance of project implementation and field reporting. 

Main Tasks and Responsibilities of the Position:

  • Take operational leadership for overall management of project district and province level.
  • Develop annual activity, budgets and work plans of project as well as implement as per plan at local level. 
  • Support planning and implementation of project activities related to mobilize community people especially Dalit women and Youths from other excluded groups and strengthen their capacity to promote and protect the human rights, democratic civic space of Dalit women at the local level in project district.
  • Coordinate with government, human rights institutions, justice actors, political parties and civil society organizations accountable and responsive to strengthen the democratic civic space for Dalit women and Youths at local level. 
  • Prepare district activity & budget plan and track expenditures/transactions in the coordination and consultation with National Advocacy Coordinator and district finance officer.
  • Work with and Mobilize Dalit women groups, Dalit women frontline leaders, Youth Networks and CSOs/CBOs. 
  • Support to establish civic space through collective actions at the local level and function it to handle and manage the cases of gender-based violence (GBV) and caste-based discrimination and untouchability (CBDU) in terms of increasing the access to justice of Dalit women. 
  • Schedule and organize meetings/ events, prepare paperwork and other required task in advocacy efforts for strengthening the human rights and democratic civic space of Dalit women and Youths. 
  • Maintain strong communication and coordination with district offices and partners.
  • Prepare all reports are compliant with the highest quality standards, timelines, and formats. 
  • Ensure accountability and compliance with donor requirements at district level. 

Minimum Requirements:

Completed Bachelor’s degree in management, social sciences (or equivalent) with at least two years working experience in same position and human rights Advocacy of women and youths. The working experience in women/youth rights organizations will be added value.

3.  District M & E officer-1

Overall Purpose of the Position:

The District M&E Officer shall be responsible for overall M&E Data management of project. S/he shall lead the M&E planning, implementation, and monitoring as well as evaluation of projects. S/he shall ensure all Data compliances, quality assurance of project implementation and donor reporting. 

Main Tasks and Responsibilities of the Position:

  • Provide strategic leadership for overall Data management of project.
  • Lead and mentor all staff teams to develop annual M&E Plans consistent with project documents and donor requirements. 
  • Conduct regular risk assessment of Data and devise mitigation strategies, and ensure all project reporting.  
  • Provide guidance and devise strategies for M&E Data management & development.
  • Maintain strong M&E communication and coordination with project team and partners.

4.  District Finance Officer-1

Duty Station:  Kalikot (Karnali Province)

Duration:  2 years and more (extendable)

Overall Purpose of the Position:

The District Finance Officer shall be responsible for overall financial leadership and management of project at district level. S/he shall lead the planning, implementation, and monitoring of financial transaction of projects. S/he shall ensure all financial policy and donor compliances, quality assurance of project implementation and reporting. 

Main Tasks and Responsibilities of the Position:

  • Provide administrative, financial and logistic support for the implementation of the district project in the collaboration of  admin and finance Manager of FEDO central office
  • Prepare and ensure accuracy and quality of financial report of project at district. 
  • Collect timely financial documents, compile them, prepare monthly/quarterly financial reports and submit to FEDO central office within the deadline.
  • Prepare quarterly budget forecast for the project and timely submit the fund request to central office for the smooth operation of the project activities.
  • Support internal and external audit of organization ensuring this takes place on time and that appropriate reporting and communication of findings takes place.
  • Support procurement management process through development of annual procurement plan and maintaining documentation process.
  • Develop and maintain relationship with local Partners, Banks, Vendors, Line agencies, Communities, project staff and other central office staffs and central and district committee members to facilitate good financial management processes.
  • Ensure all district Programme staffs are fully oriented to requirements for financial documentation and settlement and carry out checks, including through field monitoring visits. that the correct financial standards and procedures are followed across the organization
  • Manage assets register, carrying out physical verification of assets according to Financial and Administration Regulations and ensure accuracy of non-recurring items stock book
  • Prepare and maintain personal file for each staff member and manage leave system and records

Minimum Requirements:

Completed Bachelor's degree in management with at least two years working experience in financial and accounting management of non-profit organization. The working experience in FAMAS Accounting Software will be added value.

Knowledge and skills needed:

  • Understanding of GON rules and regulations, acts and policies regarding non-profit/social sector associations and good knowledge of non-profit sector financial management
  • Knowledge of budget preparation, financial reports, understanding of taxation rules
  • Sound Financial communication and interpersonal skill
  • Sound knowledge of Computer accounting software, office application software packages
